Before any online casino can operate in the Philippines, it must obtain a license from the Philippine Amusement and Gaming Corporation (PAGCOR). Companies that successfully obtain this license are called Philippine Offshore Gaming Operators (POGOs), and as their name suggests, they only cater to offshore gamblers.

Currently, they are over 50 online casinos in the Philippines (POGOs) that PAGCOR licenses. It has been reported that there are over 100 unlicensed POGOs.
